BDF Partners with E-Payment Services Provider, MobiCash to Promote Financial Inclusion and Services

MobiCash CEO, Pascal Nyagahene explaining to Karongi residents on the benefits of using MobiCash and how it will promote a cashless economy
Kigali, 9th November, 2015.... Electronic payment services provider, MobiCash Limited has partnered with Business Development Fund (BDF) to provide its services in all 30 BDF branches across the country. The move now sees MobiCash Limited establish a presence in all the 30 districts across the country where its agents will provide various financial services supported by its platform like the payment of all Rwanda Revenue Authority (RRA) fees (both fiscal and non-fiscal) which also include immigration fees like payment of Visas and passports, cash-in and cash-out transactions, money remittance and other Value Added Services like purchase of airtime for all mobile networks, pre-paid electricity (cash power) and pay television subscriptions.Speaking after announcing the partnership last Friday at the BDF Karongi District, Southern Province branch, Pascal Nyagahene, the Chief Executive Officer of MobiCash said that the partnership will enable more people in the rural areas access formal financial services without any inconveniences as well as promote a cashless economy.“We want as many people to open accounts with us, which they will use to transact and pay for their passports among many other services without moving from their homes,” he noted.MobiCash, which was licensed to provide mobile financial services by the National Bank of Rwanda (BNR) in September last year, is a viable option for the payment of government services and seeks to provide a platform for both public and private sector institutions for people to make electronic payments.Today, the company has over 200 agents spread out across the country, providing a reliable agency banking model to Rwandans, thus deepening financial inclusion further. To have an account with MobiCash, one does not have to have a bank account or a mobile phone. He or she just needs to go to their nearest MobiCash agent to open up an account using their identification documents and start transacting. Nyagahene said that they use people’s identification, which provides optimum security to their accounts from fraud, in that everyone has a unique identification that can’t be stolen.“We found the use of biometric identification as the way to go because of its many advantages and protection from cyber theft which is often linked to the weak nature of passwords when it comes to electronic payments,” Nyagahene explained. He said that people with bank accounts or mobile phones were even much better placed to transact using MobiCash in that they were able to inter-link their bank accounts to their MobiCash wallets to transact or transact using their phones by either dialling USSD codes related to their transactions or downloading the MobiCash application for Apple and Android smartphones.Commenting on the new partnership, Innocent Bulindi, the Chief Executive Officer of BDF told Karongi District residents at the event that the BDF branches have competent staff able to carry out the agency role and reiterated that the partnership will deepen financial inclusion and bank the under-banked individuals and businesses.“Everyone can now extend to our branches for our services and more,” he said. Standing in for the Southern Province Governor, Laurent Nsengiyumva, the Governor’s Adviser commended the partnership, saying Information Communication Technologies (ICTs) provides applicable solutions in every sector, especially in the financial sector by providing convenience when it comes to making payments and providing opportunities for youths who work as agents. “This partnership between BDF and MobiCash will form combined strengths that will see more people brought into the financial bracket and also allow people perform financial transactions more easily without travelling to make queues in banks,” he said. Bio-metric technology is the future for Rwanda's cashless society

July,21,2015. Using your fingerprint to authorise payments could be the next step for electronic payments in Rwanda. As the government and stakeholders devise more ways of enabling a cashless economy.
The significant growth in the use of mobile money and electronic cards at Point of Sale (PoS) devices and Automated Teller Machines (ATMs) is hard to ignore. This has enabled the country to make huge inroads in its goal toward achieving a cashless economy, a development that has attracted numerous investors offering e-transaction services. Most of these platforms require users to either own mobile phones or acquire debit or credit cards to have some sort of electronic wallets, where they can pull and effect payments for services or goods bought. This usually translates into an extra cost for the common man who may not afford a mobile phone or a card. However, new technology that uses bio-metric identification means could help eliminate such unnecessary costs today, according to industry experts. “Bio-metric identification makes cashless transactions easy and secure because one can use his or her fingerprint at a Point of Sale (PoS), or have his or her photo taken or voice recorded using a smartphone for quicker identification,” said Pascal Nyagahene, the chief executive officer of MobiCash Rwanda, an electronic payments solutions provider. Nyagahene said since the National Identification Agency (NIDA) database keeps fingerprints or photos of Rwnandans and other people resident in Rwanda, a service provider using bio-metric identification to effect clients’ electronic payment is assured of their identity, a key objective when it comes to security on electronic payment platforms. “Two people can’t have the same identification, even identical twins, which makes it more secure compared to other means, which require one to only have a password that can be hacked into,” he explained. Nyagahene argued that use of bio-metric technology is the future for countries like Rwanda, which is aspiring for a cashless society. Realising the advantages, some service providers, like MobiCash, have already started adopting the use of the technology, rolling out bio-metric-enabled PoS and smartphones for its agents to facilitate payments for Rwanda Revenue Authority (RRA) fees and utility payments. Regional insurance giants, UAP and Britam insurance are in the process of rolling out biometric cards to medical service to ease service delivery at partner hospitals in the country. “If you are insured with Britam, we give you a card that has your demographic information and a list of the medical insurance benefits you are entitled to. When you go for treatment at a partner hospital, you just use your card at the front desk to help identify you,” explained Reuben Kibiru, the chief executive officer of Britam Insurance Rwanda. He urged Rwandans to embrace the technology, saying the capabilities of bio-metric technology are immense. “We need to work together with the service providers and government to make this happen,” said Kibiru. Challenges Some members of the public are still reluctant to use the innovation due to superstitious beliefs, such as “the world is ending and the devil will use the technology to control people”. The global world of retail payments is rapidly advancing, technologically, giving rise to many future possibilities to authenticate transactions more efficiently. This will allow service providers to securely attract and connect with customers. “If it is now possible for an individual to make payments on the move via mobile devices, accessing multiple payment methods; using bio-metric means should make them feel more secure in the knowledge that their sensitive data is protected against fraudulent activity,” noted Sunday David, a technology student at the University of Rwanda’s College of Science and Technology. business@newtimes.co.rw
